About ten years have passed since the introduction of nuclear security compliance and security culture development activities. While there have been changes in domestic and international situations, it is essential for nuclear security that the entire organization maintains an attitude that emphasizes compliance with laws and regulations and nuclear security. JAEA has been effectively implementing various activities with evaluation and improvement. Especially, e-learning which combines education and awareness, case studies, and internal audits are considered effective in maintaining nuclear security compliance and security culture development activities.

In the self-assessment of nuclear security culture promotion activity, I present the evaluation results for the nuclear security culture promotion activities conducted by site operator and headquarters in JAEA. In accordance with the IAEA guidelines, JAEA promotes the activities for the understanding of existence of the threat and importance of the nuclear security, and annually conducts effective activities as planned. In addition, as the evaluation index for the activities, JAEA conducts a survey for the level of understanding the importance of the nuclear security for all employee, then we could achieve the 100% understanding result successfully. Thus, in the promotion activity, it is very important to conduct more effective activity to keep the consistency with the purposes, then it is important to reflect the results for the activity to be planned in the next financial year. Actually, the result of presentation 4 (from site operator) is the exemplary activity, and it is expected that the activity is the very good examples to expand. Finally, based on our activity results in JAEA HQ, I conclude that I stated the necessity of nuclear security culture self-assessment and the point of importance to proceed this activity.

In the 8th Seminar of INNMJ, titled development of human resources for Nuclear Security Area, I will present and attend the panel discussion in the viewpoint of nuclear operator. Our operator is always conducting the security and/or cyber measures, when the intrusion or suspicious act are happened, since it is necessary for us to countermeasures against them with police officer, not only the understanding of rules are necessary, but also it is very important to keep effectiveness of security guards and performance of emergency control persons. Therefore, development of human resources is very important. In the JAEA, we conduct nuclear security culture promotion activities throughout the year, and through the conducting of case study and table top exercise, we keep the effectiveness and necessary performance in the emergency.
